Honduras’ National Telecommunications Commission (CONATEL) issued Resolution NR 003/26, approved on August 26, 2026 and published in the Official Gazette La Gaceta on September 2, 2026 (No. 37,236). The resolution changes several national notes in the National Frequency Allocation Plan (PNAF). It enables private IMT networks and the Mobile Satellite Service, expands the frequency range for Wireless Access Systems, and lets CONATEL authorize non-geostationary satellite (NGSO) systems using performance-based protection criteria. The resolution went through public consultation from July 27 to August 7, 2026 and takes effect on its publication in the Official Gazette.

Private IMT Networks in 2500 to 2690 MHz

CONATEL received requests to deploy private IMT networks in the 2500 to 2690 MHz range. These networks would provide connectivity inside private facilities or defined operating areas, not telecommunications services to the general public. Updated note HND51A makes the 2500 to 2520 MHz, 2520 to 2655 MHz, 2655 to 2670 MHz and 2670 to 2690 MHz bands available for Mobile Telephony IMT. They are also available for the Land Mobile service for private IMT systems.

Mobile Telephony Channelization in the 1900 MHz Range

Updated note HND49 designates 1850 to 1910 MHz and 1930 to 1990 MHz for the Mobile Telephone Service, including PCS and Cellular Mobile Telephone Service, for IMT. These ranges are divided into three blocks and use Frequency Division Duplexing (FDD):

  • Band A: 1850 to 1870 MHz and 1930 to 1950 MHz
  • Band B: 1870 to 1890 MHz and 1950 to 1970 MHz
  • Band C: 1890 to 1910 MHz and 1970 to 1990 MHz

Mobile Satellite Service in the S Band

CONATEL received applications for the Mobile Satellite Service, which lets compatible terrestrial mobile terminals connect directly to space stations in the S band. The resolution adds a Mobile by Satellite allocation to the PNAF’s national frequency allocation table: 1980 to 2010 MHz for Earth to space and 2170 to 2200 MHz for space to Earth, with a reference to international note 5.351A. New note HND49B makes 1990 to 2010 MHz and 2180 to 2200 MHz available for the Mobile by Satellite service.

WAS/RLAN Expanded to 5925 to 7125 MHz

After receiving multiple requests to certify and authorize equipment in the 5925 to 7125 MHz range, CONATEL extended the range authorized for Wireless Access Systems, including Radio Local Area Networks (WAS/RLAN), from 5925 to 6425 MHz up to 5925 to 7125 MHz. CONATEL said the change aligns national rules with international best practice, citing the FCC’s Part 15 definitions. Updated note HND40A gives WAS/RLAN a General License in the following ranges, subject to CONATEL’s rules:

  • 902 to 928 MHz
  • 2400 to 2483.5 MHz
  • 5150 to 5250 MHz
  • 5250 to 5350 MHz
  • 5470 to 5725 MHz
  • 5725 to 5850 MHz
  • 5850 to 5895 MHz
  • 5925 to 7125 MHz
  • 24.05 to 24.25 GHz
  • 57 to 71 GHz

A reference to HND40A has been added to the 6700 to 7075 MHz and 7075 to 7145 MHz bands. The existing WAS/RLAN and Short Range Radiocommunication Devices regulation is amended to match.

Updates to the 3300 to 4200 MHz Range and Fixed Satellite Service

The resolution adds a Mobile (except aeronautical mobile) allocation in 3700 to 4200 MHz. Updated note HND52B makes 3300 to 3800 MHz available for the Mobile Telephone Service for IMT, using Time Division Duplexing (TDD). Updated note HND52C lists the bands available for the Fixed by Satellite Service, ranging from 3800 to 4200 MHz up to 81 to 86 GHz.

The resolution also updates which frequency ranges will be assigned through public tender. For the Mobile Telephone Service, these are:

  • 453 to 457.5 MHz and 463 to 467.5 MHz
  • 698 to 806 MHz
  • 814 to 824 MHz and 859 to 869 MHz
  • 824 to 849 MHz and 869 to 894 MHz
  • 894 to 902 MHz and 939 to 947 MHz
  • 1427 to 1518 MHz
  • 1710 to 1780 MHz and 2110 to 2180 MHz
  • 1850 to 1910 MHz and 1930 to 1990 MHz
  • 2500 to 2690 MHz
  • 3300 to 3800 MHz
  • 24.25 to 27.5 GHz
  • 37 to 43.5 GHz
  • 45.5 to 47 GHz
  • 47.2 to 48.2 GHz

For fixed services, the public tender ranges are 2300 to 2400 MHz, 10.15 to 10.3 GHz and 10.5 to 10.65 GHz.

NGSO Satellite Systems in the 10.7 to 20.2 GHz Bands

Under Article 22.5CA of the ITU Radio Regulations, CONATEL may evaluate and authorize NGSO satellite systems in the 10.7 to 12.7 GHz, 17.3 to 18.6 GHz and 19.7 to 20.2 GHz Fixed Satellite Service bands. It will use a performance-based protection approach, with the FCC’s “Report and Order FCC 26-26, Modernizing Spectrum Sharing for Satellite Broadband” as a reference.

Before authorization, NGSO operators must submit a Sworn Statement of Conformity and Commitment, signed by their legal representative, confirming that they will:

  • Not cause harmful interference to geostationary (GSO) satellite networks, terrestrial services in these bands, radio astronomy services, or any other service protected by the ITU Radio Regulations
  • Respond immediately to any CONATEL request to investigate possible interference
  • Take technical steps to eliminate or reduce any harmful interference, including reducing power, changing operating parameters, limiting capacity, reconfiguring beams, or partially or fully suspending transmissions when CONATEL requires it
  • Accept responsibility for any failure to meet these obligations, without affecting any sanctions under national law
