The Dominican Institute of Telecommunications (INDOTEL) approved Resolution No. 074-2026 on August 27, 2026. The resolution sets operating parameters for low power equipment and devices and for industrial, scientific and medical (ICM) applications in the 915 to 928 MHz frequency segment. The segment will operate under a generic license regime, in line with the National Frequency Allocation Plan (PNAF) approved by Decree No. 99-26. Equipment operating in this segment will not need an individual license or a specific authorization to use these frequencies.

Background and Public Consultation

The PNAF, approved by Decree No. 99-26 on February 13, 2026, includes note DOM2AA. That note designates 915 to 928 MHz as an ICM band, subject to parameters and power limits set by INDOTEL. On June 11, 2026, INDOTEL issued Resolution No. 051-2026 to open a public consultation on the proposed parameters. Comments were received from Altice Dominicana, TikTrak, Entirety Biz on behalf of Zebra Technologies, and Strategic Industry Standards Networked Solutions Technology. A public hearing was held on August 6, 2026, where Altice and TikTrak presented their recommendations.

INDOTEL chose to set these parameters in a standalone resolution rather than wait for the ongoing update of the General Regulation for the Use of the Radio Spectrum.

Scope and Generic Licensing Regime

The parameters apply to short range, low power radiocommunication equipment, including IoT systems, RFID, telemetry, smart metering and similar applications. They apply only to the 915 to 928 MHz segment. The segment is shared and non-exclusive, and using it gives no right to protection against interference or to preferential use over other operators.

Technical Operating Parameters

  • General purpose low power devices: Maximum EIRP of 100 mW, whether used indoors or outdoors.
  • Frequency hopping (FHSS) and digital modulation systems: This includes IoT, telemetry and smart metering. Maximum EIRP of 1 W across 915 to 928 MHz.
  • RFID systems for industrial or commercial use: Up to 4 W EIRP, indoors and outdoors, only in the 920 to 926 MHz segment and only when that power is needed for the system to work properly. Unwanted emissions must not exceed -37 dBm EIRP below 917.75 MHz or -33 dBm EIRP above 926 MHz.

Conditions for Efficient Spectrum Use

  • Equipment operating above 100 mW EIRP must include technical mechanisms that support coexistence and efficient spectrum use.
  • Frequency hopping systems must use at least 20 hopping frequencies.
  • Digital modulation systems must not exceed a peak radiated power spectral density of 25 mW per 3 kHz.
  • Operating frequencies must stay within 915 to 928 MHz.
  • Equipment must meet the unwanted and spurious emission limits in the technical standard that applies to its approval before INDOTEL.

Equipment must not cause harmful interference to protected radiocommunication services. If INDOTEL finds harmful interference, it may require mitigation measures. These include reducing power, changing frequency or channel, moving or reorienting antennas, changing operating parameters, or temporarily stopping emissions until the interference is corrected.

Industry Comments and INDOTEL's Decisions

INDOTEL partially accepted the comments from Altice, TikTrak and Zebra Technologies:

  • Zebra Technologies: INDOTEL accepted that power limits should not depend only on indoor or outdoor use. RFID for industrial or commercial use may reach 4 W EIRP both indoors and outdoors, but only in the 920 to 926 MHz band.
  • Altice: INDOTEL adopted limits that differ by application and power level, and only RFID systems in 920 to 926 MHz may operate above 1 W. It did not adopt European style duty cycle and bandwidth limits, a mandatory adaptive power control requirement, a registry of outdoor installations, a qualified installer requirement, or antenna orientation restrictions.
  • TikTrak: INDOTEL partially accepted the 1 W EIRP limit for FHSS and digital modulation systems, based on the Australian ACMA LIPD Class Licence 2025. It did not adopt the 400 ms dwell time parameter.

Monitoring and Appeals

INDOTEL’s Radio Spectrum Directorate will regularly monitor equipment in the 915 to 928 MHz segment, with a focus on the 915 MHz edge and on coexistence with authorized services in adjacent bands. It will recommend parameter changes if the results call for them. Interested parties have 30 business days from notification or official publication to file a request for reconsideration with INDOTEL’s Board of Directors or an administrative appeal before the Superior Administrative Court.
