On 2 September 2026, Lebanon’s Telecommunications Regulatory Authority (TRA) issued a letter (Ref: TRA/PRE/327-020926) clarifying the Type Approval procedure for telecom-enabled equipment imported into Lebanon. The letter confirms that Type Approval applications and certificates are handled in the manufacturer’s name. Once a product or model is approved, every importer of that same product can rely on the same certificate. The letter is addressed to manufacturers, importers, customs authorities and other relevant parties.
Applications and Certificates in the Manufacturer's Name
Type Approval applications must be submitted in the name of the equipment’s manufacturer. This includes products that could be embedded in any assembled item. The manufacturer can apply directly or through an authorized representative acting on its behalf. The Type Approval Certificate is issued in the manufacturer’s name and covers the specific approved model or product.
One Certificate for All Importers
Once a certificate has been issued for a product or model, all importers bringing that identical product into Lebanon can rely on it. They do not need a separate certificate for each importer. Having several importers, distributors or official representatives for the same product, including when it is embedded in an assembled item, does not mean the Type Approval process has to be repeated. The imported equipment must match the model and technical specifications covered by the valid certificate.
Role of Authorized Representatives
A manufacturer may appoint an authorized representative, agent or intermediary to prepare and file the application with the TRA on its behalf. The TRA notes that this role is separate from that of an importer relying on the certificate for import and customs clearance.
Standalone Devices, Embedded Components and Spare Parts
The clarification applies equally to telecom-enabled equipment imported as a standalone device, as an embedded component in another product, or as a spare part, as long as it is covered by the relevant Type Approval.
