New SASO Labeling Requirement: Supplier Name and Commercial Registration Number
Under the circular, product labels must display both the name of the supplier, whether an importer or a local manufacturer, and that supplier’s commercial registration number. SASO is directing accepted conformity assessment bodies to confirm this information is present before issuing a Certificate of Conformity for products falling under the 10 affected technical regulations. The requirement stems from Article 11 of the Product Safety Law, established under Royal Decree M/36, and Article 19 of the Executive Regulations adopted by SASO’s Board in its 203rd session.
Which Products Are Affected by SASO Circular 247?
The new labeling requirement applies to products regulated under 10 technical regulations: LPG tankers under Tanks Part 2, watercraft, tanks, trailers and semi-trailers, electrical self-balancing boards (scooters), simple pressure vessels, child restraint systems and strollers, hydraulic links and related products under Bundling Materials Part 3, solar photovoltaic systems, and electrical lifts used in buildings and facilities.
Compliance Deadline and Certificate of Conformity Implications
The labeling requirement becomes effective October 1, 2026. From that date, SASO will not issue a Certificate of Conformity for any product under the 10 listed technical regulations that fails to display the supplier’s name and commercial registration number. Conformity assessment bodies are expected to build this verification step into their existing assessment process well ahead of the deadline.
SABER Platform Verification and Enforcement
SASO has stated it will conduct random sampling and file reviews through the SABER electronic platform to confirm that conformity assessment bodies are properly verifying the labeling requirement. Conformity assessment bodies found non-compliant face penalties under the Product Safety Law and its Executive Regulations, placing direct accountability on the certification bodies responsible for issuing Certificates of Conformity.
