Saudi Arabia’s Standards, Metrology and Quality Organization (SASO) has replaced a key standard referenced in the Technical Regulation for Communications and Information Technology Devices. SASO CITC GEN-002 is being replaced by SASO 3114:2026, Requirements for Specific ICT Equipment, following approval and publication on SASO’s official website and its standards store, Wasif. The new standard applies to a defined set of ICT product categories and comes with a grace period ending October 31, 2026. Manufacturers and importers of mobile phones, tablets, routers, and related devices should review the updated requirements now to avoid disruption to their certification timelines.
SASO 3114:2026 Replaces SASO CITC GEN-002
The update concerns the standard specification referenced in Annex No. 1 of the Technical Regulation for Communications and Information Technology Devices, previously governed under SASO CITC GEN-002. That specification has now been replaced with SASO 3114:2026, titled Requirements for Specific ICT Equipment. The standard was approved in 2026 and is currently listed as active, with 15 pages available in English.
Products Covered Under the New Standard
SASO 3114:2026 specifies minimum requirements for six ICT product categories: mobile phones, tablets and mobile computers, routers and customer premises equipment (CPE), other cellular-enabled devices, ONT (Optical Network Terminal) and HAG (Home Access Gateway) devices intended for carrier-owned or open-access networks, and Wi-Fi distribution devices. The standard falls under ICS classification 33.070.50, covering Global System for Mobile Communication (GSM) equipment, and its applying scope covers electrical and electronic products.
Grace Period and Certification Deadlines
SASO has granted a grace period for implementation of the updated standard, running until October 31, 2026. After the grace period ends, importers and local manufacturers must not issue any certificate of conformity for products covered by this update unless they meet the updated SASO 3114:2026 requirements, effective November 1, 2026. Certificates of Conformity and Shipment Certificates that remain valid and were issued under the previous standard, SASO CITC GEN-002, will be discontinued no later than March 31, 2027.
Recommended Actions for Manufacturers and Importers
Companies certifying mobile phones, tablets, routers, CPE, cellular-enabled devices, ONT and HAG equipment, or Wi-Fi distribution devices for the Saudi market should review their products against SASO 3114:2026 well before the October 31, 2026 deadline. Certificates issued under the old SASO CITC GEN-002 standard will not remain valid indefinitely, so manufacturers relying on existing certifications should plan for recertification under the new requirements before the March 31, 2027 cutoff.
