The Nigerian Communications Commission (NCC) has introduced a technology-based framework to strengthen the monitoring and enforcement of Type Approval requirements for SIM-enabled communications devices. The framework runs on a new Device Management System (DMS), which automates Type Approval compliance checks and sets up a Central Equipment Identity Register (CEIR). Under the system, all SIM-enabled communications devices brought into Nigeria must be registered before they are sold. Devices that are not registered will not be allowed to operate on Nigerian networks.
Legal Basis for Type Approval
Section 132(2) of the Nigerian Communications Act 2003 requires licensed service and facilities providers, equipment manufacturers and suppliers to obtain Type Approval before selling or using communications equipment in Nigeria. The NCC issued its Type Approval Business Rules in August 2024.
How the Device Management System Works
The DMS electronically monitors SIM-enabled devices to determine Type Approval compliance automatically. Its Central Equipment Identity Register keeps records of the International Mobile Equipment Identity (IMEI) numbers of communications devices in Nigeria. Engr. Edoyemi Ogoh, the NCC’s Director of Technical Standards and Network Integrity, said the platform does not give access to device content and cannot be used to monitor personal communications.
Phase One Implementation
The NCC has started Phase One of the framework, which focuses on:
- Onboarding existing devices currently in stock
- Registering newly imported devices
- Identifying non-compliant and illegally imported devices before they are widely distributed
The NCC is working with the Nigeria Customs Service, Original Equipment Manufacturers (OEMs), importers and market associations on the rollout.
