China’s Certification and Accreditation Administration (CNCA) has issued two new Green Product Certification Implementation Rules, one covering kitchen and bathroom hardware and the other covering household gas appliances. Published and implemented on August 19, 2026, the rules (CNCA-CGP-18:2026 and CNCA-CGP-19:2026) set out the technical evaluation standards, certification process, and factory audit requirements manufacturers must meet to earn China’s green product label. They apply to products ranging from faucets and showers to gas stoves and water heaters sold in the Chinese market. For manufacturers and importers targeting China, green certification is becoming an increasingly important differentiator for government procurement and retail market access.

Which Products Are Covered Under China's New Green Certification Rules

The two rule sets cover distinct but related product categories:

Kitchen and bathroom hardware (CNCA-CGP-18:2026):

  • Faucets, including ceramic disc, non-contact, delayed self-closing, and CNC thermostatic types
  • Angle valves for sanitary ware and heating pipes
  • Showers and thermostatic showers
  • Stainless steel sinks
  • Floor drains (water seal, mechanical seal, and hybrid sealing types)
  • Hoses (shower, washing, pull-out, and connecting hoses)

Household gas appliances (CNCA-CGP-19:2026):

  • Gas stoves and gas-and-electric dual-use stoves
  • Integrated stoves, gas ovens, and gas baking stoves
  • Gas rice cookers and gas grills
  • Gas-fired instantaneous water heaters
  • Gas-fired heating and hot water boilers

Certification Standards Behind the New Rules

Each rule set ties certification to its own national evaluation standard. Kitchen and bathroom hardware products are certified against GB/T 42065-2022, “Evaluation of Green Products for Kitchen and Bathroom Hardware Products,” while household gas appliances are certified against GB/T 42169-2022, “Evaluation of Green Products for Household Gas Appliances.” Both rule sets require certification bodies, laboratories, and personnel to remain in continuous compliance with China’s certification and accreditation laws, GB/T 27065 conformity assessment requirements, and CNCA’s administrative measures for green product certification.

How the Green Product Certification Process Works

Both product categories follow the same five-stage certification model of initial inspection, product sampling inspection, and post-certification surveillance:

  1. Certification application, including supporting technical documentation
  2. Initial inspection, combining a technical document review with an on-site factory inspection
  3. Product sampling inspection, which can run before or alongside the on-site inspection
  4. Evaluation and approval of certification results
  5. Post-certification supervision through periodic surveillance audits

Certification Timelines and Factory Inspection Requirements

The rules set specific timeframes and staffing minimums for each stage:

  • Certificate issuance generally may not exceed 90 days from formal acceptance of the application
  • Technical document review must be completed within 15 working days of acceptance
  • On-site inspections require a minimum of 6 person-days per certification unit, plus 1 additional person-day for each further certified unit
  • The inspection team must include at least two registered green product inspectors, plus relevant technical experts where needed

Documentation Manufacturers Must Submit for Certification

Applicants need to assemble a substantial technical file before applying, including:

  • Business licenses for the certification client, producer, and manufacturing enterprise
  • Proof of agency relationships for OEM/ODM arrangements, where applicable
  • A product process flow chart and organizational structure diagram
  • A valid type test report demonstrating compliance with the relevant standard, bearing the CMA mark
  • A list of key raw materials for each certification unit
  • A completed green product self-evaluation form
  • Evidence of a factory assurance capability inspection

Management system certification is also required, though it differs by product line: kitchen and bathroom hardware manufacturers need valid GB/T 24001 (environmental), GB/T 19001 (quality), and GB/T 45001 (occupational health and safety) management system certificates, while household gas appliance manufacturers need GB/T 24001, GB/T 19001, and GB/T 23331 (energy management) certificates.

Certificate Validity and Post-Certification Surveillance

Once issued, green product certificates remain valid for 5 years. Certification bodies conduct surveillance inspections roughly every 12 months, generally beginning around 6 months after initial certification, and can accelerate the schedule if a certified product develops quality issues, receives a verified complaint, or if the manufacturer changes its organizational structure, production process, or management system in a way that could affect compliance. Surveillance covers factory assurance capability, product consistency, and continued compliance with the green assessment requirements, with on-site inspection days generally set at no less than half of the original initial inspection.
