Vietnam: SAR Phone Regulation Draft Consultation

On April 25, 2024, the Ministry of Information and Communications (MIC) discussed the draft technical regulation for Specific Absorption Rate (SAR) in mobile phones, known as QCVN 134:2024/BTTTT.

The regulation will cover both imported and locally manufactured mobile phones categorized under HS codes 8517.13.00 and 8517.14.00. These devices are included in Circular 02/2024/TT-BTTTT, requiring Technical Approval (TA) and Declaration of Conformity.

SAR Limits

The regulation defines SAR limits within the 4 MHz to 10 GHz frequency range: 

  • 1.6 W/kg over any 1 g of tissue (for head and trunk)
  • 4 W/kg (for limbs)
  • 0.08 W/kg (for the whole body) 

Timeline, Regulatory Direction, and Process

Expected to come into effect from July 1, 2025, QCVN 134:2024/BTTTT aligns with the Circular’s annual issuance for products necessitating TA and Declaration of Conformity. 

The Authority of Radio Frequency Management, drafting QCVN 134, suggests adopting the Declaration of Conformity (DoC) for compliance. 

MIC will engage in careful consultations with relevant stakeholders, including the Ministry of Health, drawing from its experience in managing Electromagnetic Field (EMF) exposure of base stations under QCVN 8:2022/BTTTT. These consultations will determine the finalization and potential integration of QCVN 134 into the Circular catalog.
