On July 8, 2024, Vietnam's Ministry of Information and Communications (MIC) held a consultation on a draft technical regulation.
Key Aspects of the Regulation
Regulation Scope
- QCVN 134:2024/BTTTT will apply to radio equipment with a power greater than 20 mW and used within 200 mm of the body. This includes various devices such as mobile phones, tablets, DECT phones, and laptops, as listed under HS codes 8517.11.00, 8517.13.00, 8517.14.00, 8471.30.20, and 8471.30.90.
- Devices falling under this scope must adhere to the SAR limits detailed in Circular 02/2024/TT-BTTTT.
SAR Limits
- The proposed limits for SAR are set at 2 W/kg for any 10 g of tissue for the head and trunk, and 4 W/kg for any 10 g of tissue for limbs.
- These limits apply to the frequency range from 30 MHz to 6 GHz.
Implementation Date
- The new regulations are set to take effect on July 1, 2025. This date aligns with the annual update of the Circular on products requiring Type Approval (TA) and Declaration of Conformity.
Consultation Details
The public consultation is open for feedback on the draft regulations, which aims to broaden the scope of applicable devices compared to previous drafts. The updated draft includes additional devices such as tablets and laptops, in addition to mobile phones. The consultation period will be open for comments until September 8, 2024.
