On March 31, 2025, Vietnam’s Ministry of Science and Technology issued Circular No. 01/2025/TT-BKHCN, which updates the licensing exemptions and technical requirements for certain types of radio equipment. The circular amends several parts of the original Circular No. 08/2021/TT-BTTTT, which outlines the list of radio devices exempt from individual frequency licenses and their associated conditions. The new changes will take effect on May 15, 2025.
Scope of the Update
This circular specifically modifies Appendices 2, 10, and 16 of the 2021 regulation, which list:
- Categories of radio devices eligible for license exemption
- Technical conditions required for exemption
- Operational requirements for compliant equipment
An updated appendix has been included to clarify these changes and offer a revised framework for manufacturers and users of exempt radio devices.
Alignment with National Spectrum Planning
The amendments are grounded in Vietnam’s evolving National Radio Frequency Spectrum Planning, as defined by several decisions from the Prime Minister and prior regulations. The updates reflect Vietnam’s effort to maintain efficient spectrum use and ensure equipment continues to meet national standards.
The Radio Frequency Department under the Ministry of Science and Technology will oversee the enforcement of these changes. Organizations and individuals using or manufacturing affected equipment are encouraged to review the revised appendices in detail. Any implementation challenges should be reported to the Department for further guidance.
