On October 6, 2025, Vietnam’s Ministry of Science and Technology (MOST) opened public consultation on a draft Circular and a draft national technical regulation on electromagnetic compatibility (EMC) for terminal and ancillary equipment used in mobile information systems. Consultation is scheduled to close on December 6, 2025.

Scope and Technologies Covered

The draft QCVN applies to terminal equipment (user equipment/UE) and related ancillary equipment intended for use on public terrestrial mobile networks in Vietnam. It explicitly covers GSM (2G), UTRA/W-CDMA (3G), E-UTRA/LTE (4G), and 5G NR technologies, and it defines NB-IoT operation modes (in-band, guard-band, standalone) within the LTE family. Equipment within scope is tied to specific HS Codes listed in an annex to the draft.

Effective Date and Transition Timeline

The draft Circular states an effective date of January 1, 2026. A one-year transition is provided for conformity assessment: from January 1 through December 31, 2026, suppliers may use measurement results under either the current QCVN 86:2019/BTTTT or the new 2025 EMC QCVN to support SDoC/certification and declaration.

From January 1, 2027, all imported and domestically produced terminal and ancillary equipment within scope must comply with the new 2025 EMC QCVN before being placed on the market.

Conformity Assessment and Management

The draft sets out responsibilities for organizations and individuals to carry out the declaration of conformity and maintain records consistent with existing MOST procedures. It also clarifies that the new EMC QCVN will replace the prior EMC framework for the affected product categories according to the transition schedule and requires use of the designated HS Codes in filings and documentation.

Referenced Test Methods and Standards

Technical requirements reference QCVN 18:2022/BTTTT for general EMC test conditions and methods (including immunity test setups), while the cellular-specific call/traffic configurations and measurement channels point to 3GPP/ETSI specifications for GSM/UMTS/LTE/NR (for example, TS 36.101/36.521 and TS 38.101/38.521/38.508). The draft bibliography also cites EN 55035 for multimedia equipment immunity and ITU-T P.64 for acoustic test setups.
