On August 13, 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 976, approving extensive amendments to the national Plan for the Allocation and Use of the Radio Frequency Spectrum. The updated plan introduces new frequency bands for advanced technologies and revises existing usage rules to facilitate digital transformation, support international harmonization, and strengthen Ukraine’s position in the global tech landscape.

Key Spectrum Allocations and Updates
Wi-Fi 6E (5945–6425 MHz)
The plan officially allocates the 5945–6425 MHz band for low-power Wi-Fi 6E applications starting September 1, 2025. This move resolves long-standing limitations on importing and certifying modern wireless equipment in Ukraine.
Low Power Indoor (LPI) devices: 23 dBm, indoor use only
Very Low Power (VLP) devices: 14 dBm, permitted indoors and outdoors
Standard reference: ETSI EN 303 687 (not ETSI EN 302 687, as mistakenly cited in the decree)
This change enables the use of new-generation routers, smartphones, laptops, and IoT devices, aligning Ukraine’s market with international standards and expanding consumer access to high-speed wireless connectivity.
IMT Services (6425–7000 MHz)
Starting January 1, 2028, the 6425–7000 MHz band will be designated for IMT mobile communications. This frequency block will support advanced 4G and full-scale 5G network deployments, addressing growing demand for high-capacity mobile broadband.
Satellite Communications (1980–2010 MHz / 2170–2200 MHz)
Also beginning January 1, 2028, these paired bands will be made available for mobile satellite services, including integration with terrestrial IMT components. This allocation is expected to enhance service reliability and coverage in hard-to-reach or underserved areas.
In-Flight and Maritime Connectivity
Spectrum has been allocated for mobile communication services on board aircraft and ships, in accordance with European Commission decisions. This development enables future connectivity options for passengers while promoting regulatory consistency with the EU.
