On June 4, 2025, Ukraine’s National Commission for State Regulation in Electronic Communications and the Radio Frequency Spectrum (NCEC) issued Decision No. 362, officially revising the generalized conditions for using radio equipment and radiating devices. This decision amends a previous resolution (No. 81 from February 12, 2025), updating multiple sections, including key regulatory parameters.
Inclusion of New Frequency Bands
The changes were adopted under Article 65 of Ukraine’s Law “On Electronic Communications” and incorporate feedback from designated conformity assessment bodies and technical institutes. The updates specifically modify sections 1–4, 6, 8, 10, 12, and 14 of the original regulation.
A significant regulatory update under this decision is the inclusion of Band 28 and Band 77/78 into Ukraine’s approval framework for radio equipment. Although these bands have now been authorized for approval processes, it is important to note that no commercial licenses for operator use currently exist for these frequency ranges.

The Department of Radio Frequency Spectrum has been tasked with publishing the updated conditions on the official NCEC website. Manufacturers and conformity assessment bodies should review these changes and prepare for expanded testing and documentation requirements as new bands are brought under regulatory oversight.
