On October 16, 2025, Turkey concluded its national 5G Authorization Tender, formally marking its entry into the 5G era. Overseen by the Information and Communication Technologies Authority (ICTA), the process allocated 11 spectrum packages across the 700 MHz and 3.5 GHz bands. Licenses granted through this tender will remain valid until December 31, 2042.

Spectrum Allocation and Launch Timeline

As per the Official Gazette announcement on August 16, 2025, a total of 400 MHz of spectrum was released across the 700 MHz and 3.5 GHz bands. The allocation of these frequencies supports the national goal of rolling out 5G service nationwide beginning April 1, 2026.

ICTA has mandated that licensed operators invest 5% of their annual revenues into network infrastructure between 2029 and 2042. This regulatory requirement is intended to drive long-term digital infrastructure growth.

Mandatory Domestic Production Requirements

A core component of Turkey’s 5G strategy is the integration of domestic technology. Regulations now require operators to increase domestic product usage to 60%, up from 45% in the 4.5G era. Additionally:

  • At least 30% of network hardware must be fully owned by Turkish companies.

  • Operators must prioritize products developed and produced by Turkish engineers.

These requirements apply to both hardware and software, aligning with the government’s commitment to national digital sovereignty.

National R&D and Local Ecosystem Development

The tender supports ongoing collaboration between mobile operators and local tech firms under the Communication Technologies Cluster (HTK). The joint “End-to-End Domestic and National 5G Communication Network Project” aims to meet 5G’s full technical needs with local solutions. The initiative builds on existing achievements where local content in 4.5G networks already surpassed previous targets.
