The National Frequency Agency (ANF) of Tunisia, under the Ministry of Communication Technologies, has issued the technical specifications for maritime mobile networks. This regulatory document defines the technical conditions and procedures for operating maritime radio equipment in accordance with the national telecommunications code, the National Frequency Plan, and ITU Radio Regulations. The specifications are designed to ensure the safety of maritime navigation and secure distress communications.
Eligibility and Authorization Requirements
To operate maritime mobile networks, applicants must be shipowners engaged in fishing, pleasure cruising, service, or commercial activities. The ANF requires all operations and technical modifications of onboard radio equipment to be pre-approved. Communications must be strictly limited to maritime safety and navigation needs, prohibiting ordinary communications. Additionally, operators must obtain a Restricted Certificate of Radiotelephony (CRR) for VHF use, except for pleasure craft navigating within Tunisian territorial waters.
Technical Specifications and GMDSS Zones
The specifications outline precise frequency bands for various maritime services, including VHF, MF, HF, and satellite communications. It also aligns with the Global Maritime Distress and Safety System (GMDSS) by detailing equipment requirements across four geographical zones (A1 to A4). Each zone dictates the necessary radiocommunication coverage, such as continuous Digital Selective Calling (DSC) availability. The ANF also assigns a 9-digit Maritime Mobile Service Identity (MMSI) to uniquely identify ship stations, utilizing Tunisia’s specific Maritime Identification Digits (MID) of 672.
