Thailand: NBTC Public Hearing on Frequency Allocation for International Mobile Telecommunications Services

On February 6, 2025, the National Broadcasting and Telecommunications Commission (NBTC) hosted a public hearing focused on the draft announcement for granting permission to use radio frequencies for international mobile telecommunications services in Thailand. The meeting was held to discuss the allocation of frequencies for six key bands: 850 MHz, 1500 MHz, 1800 MHz, 2100 MHz, 2300 MHz, and 26 GHz.

The Role of Frequency Allocation in Thailand's Digital Future

Thailand has a rapidly growing mobile user base, with over 100 million mobile phone users and widespread 4G and 5G adoption. By 2029, demand for mobile broadband is expected to soar, with an estimated 1,156 GB per person per year. The NBTC is committed to expanding the 5G network to meet this rising demand and ensure that both urban and remote areas have access to high-speed internet. This will support various industries, including agriculture, healthcare, transportation, and education, while enabling digital innovations such as AI, 5.5G, and cloud technologies. 

The frequency bands discussed during the public hearing are essential to facilitating this growth and ensuring the development of a smart, interconnected future. The NBTC Chairman emphasized that efficient frequency allocation is crucial for the continued progress of the telecommunications sector and the broader economy. 

Frequency Bands and Auction Details

The six frequency bands under consideration are divided into three categories: 

  • Paired Bands (FDD technology): 
    • 850 MHz – supporting 3G 
    • 1800 MHz – supporting 3G and 4G 
    • 2100 MHz – supporting 3G and 4G 
  • Unpaired Bands (SDL and TDD technology): 
    • 1500 MHz – supporting 3G 
    • 2100 MHz – supporting 3G and 4G 
    • 2300 MHz – supporting 3G and 4G (with potential for 5G development) 
  • High Band (TDD technology): 
    • 26 GHz – supporting 5G 

The Clock Auction method, which has been used in previous auctions, will be applied to allocate these frequencies efficiently. The auction is expected to take place in the second quarter of 2025, ensuring that industries and the public can access sufficient frequencies to support their needs moving forward. 

Public Consultation and Stakeholder Engagement

This public hearing is part of the NBTC’s commitment to transparency and stakeholder engagement, in accordance with Section 28 of the Radio Frequency Allocation and Broadcasting and Telecommunications Business Act B.E. 2553 (2010). Feedback on the draft announcements will be accepted until February 20, 2025, allowing the public and industry players to contribute their opinions and suggestions on the proposed frequency allocation plans.
