On April 2, 2025, Taiwan’s National Communications Commission (NCC) released updated lists of recognized testing laboratories for telecommunications equipment approved to perform compliance testing under Taiwan’s technical regulations. The updates provides two documents, one that lists foreign labs and one that lists domestic labs.
Foreign Recognized Testing Labs – EMC Specification Changes
For foreign laboratories, a significant change affects the requirements for electromagnetic compatibility (EMC) testing. As of March 1, 2024, following the amendment to Section 6.7 of the Technical Specifications for Mobile Telecommunications Terminal Equipment, the NCC now accepts test reports aligned with CNS 15936 or other standards issued by a relevant equipment regulatory authority—excluding CNS 13438.
Test reports must be issued by the Bureau of Standards, Metrology and Inspection (BSMI) or foreign labs recognized under a Mutual Recognition Agreement (MRA CAB). The list of qualified EMC laboratories recognized by BSMI is available on the BSMI website.
Domestic Recognized Testing Labs – EMC Testing for TTE
The updated domestic lab list includes detailed contact information, regulatory scope, and expiration dates. For telecommunication terminal equipment (TTE) specifically, the NCC continues to accept test reports to CNS 13438 C6357 if issued by the BSMI or its recognized testing laboratories, including those under MRA agreements.
This ensures continued flexibility for domestic labs conducting EMC evaluations of TTE products, while maintaining regulatory alignment with BSMI-recognized standards.
