The Eastern Caribbean Telecommunications Authority (ECTEL) is beginning an evaluation of the Spectrum Management Framework and related charges for its member states. In line with this initiative ECTEL has announced a request for consultancy bids welcoming professionals to submit proposals, for the assessment process.

Scope of the Review
The review aims to assess and improve the spectrum pricing structure across ECTEL member states. Key areas of focus include:
- Benchmarking against international best practices
- Regulatory framework evaluation
- Technical and financial scope of spectrum pricing
- Geographical and future spectrum planning considerations
The consultancy will also involve a detailed analysis of spectrum fees and an assessment of the economic and policy impact of current pricing structures.
Evaluation and Selection Process
The selection process follows a two-stage evaluation:
- Technical Evaluation – Proposals are first reviewed based on the consultant’s experience, qualifications, and telecommunications expertise.
- Financial Evaluation – Only proposals that pass the technical evaluation will be assessed for financial feasibility.
Negotiation and Finalization
Shortlisted consultants will enter negotiations covering:
- Technical and financial aspects of the proposal
- Availability of key professional staff and experts
- Final terms and deliverables
This review is a crucial step in ensuring that ECTEL’s spectrum management and pricing policies remain competitive and aligned with global best practices.
Proposal Submission Requirements
Consultants interested in conducting the review must submit their proposals electronically via email to procurement@ectel.int in PDF format by April 12, 2025, at 4:30 PM AST. The submission should follow a structured format, including:

- Form TECH-2: Comments on Terms of Reference and Client Facilities
- Form TECH-3: Approach, Methodology, and Work Plan
- Form TECH-4: Curriculum Vitae for Proposed Professional Staff
- Form TECH-5: Work Schedule
