The Independent Communications Authority of South Africa (ICASA) has published its Draft Regulations on Dynamic Spectrum Access (DSA) and Opportunistic Spectrum Management for public comment. The proposal focuses on using the 3800–4200 MHz and 5925–6425 MHz frequency ranges, known as the Innovation Spectrum, to enable more flexible and efficient spectrum usage across South Africa.

This marks the second phase of ICASA’s DSA rollout. The first phase—centered on Television White Spaces (TVWS)—was implemented in 2021. The current phase introduces dynamic and opportunistic spectrum access in new frequency bands to support emerging wireless technologies and improve connectivity.
How Dynamic Spectrum Access Works
The DSA approach allows for spectrum sharing by allocating unused frequencies, or “white spaces,” on a secondary basis without disrupting primary users. This method helps:
- Increase spectrum efficiency
- Expand coverage in remote and underserved regions
- Support a wider variety of digital services and applications
Authorization will be required for electronic communications equipment using the specified bands, and a geo-location database system will manage and monitor usage to prevent interference.
Technical Insights and Stakeholder Involvement
ICASA conducted simulations using the SEAMCAT tool in both urban and rural areas to test feasibility. These trials informed the current proposal and are summarized in the Draft Regulations. The agency also consulted with operators in Fixed Services (FS) and Fixed Satellite Services (FSS) to protect their existing systems within the bands.
The new framework is designed to:
- Use real-time data to manage spectrum dynamically
- Ensure reliability and prevent interference
- Lower entry barriers for smaller providers, including SMMEs
- Encourage broader participation in South Africa’s wireless ecosystem
Stakeholders are invited to review the draft and submit written feedback by Friday, 30 May 2025 at 16h00. ICASA has emphasized the importance of collaboration in shaping a fair and forward-looking spectrum policy that supports growing connectivity needs and digital inclusion.
