Singapore has proposed a new international standard, ISO/IEC 42119-8, intended to standardize testing methodologies for Generative AI systems. According to the Infocomm Media Development Authority of Singapore (IMDA), the proposed standard focuses on benchmarking and red teaming methodologies and is aimed at strengthening the foundation for trustworthy AI testing across global markets.

Singapore Advances Standardized GenAI Testing Through ISO/IEC 42119-8

The proposal was introduced for discussion at the 17th ISO/IEC JTC 1/SC 42 plenary meeting held in Singapore from 20 to 24 April 2026. The meeting was co-organized by IMDA and Enterprise Singapore and brought together more than 35 national bodies and over 250 AI experts from markets including the United States, United Kingdom, China, Japan, Germany, France, and South Korea.

The proposed ISO/IEC 42119-8 standard is significant because it seeks to create a more consistent framework for evaluating Generative AI systems. By focusing on benchmarking and red teaming, the standard would support more reproducible and comparable test results, which are key requirements for building trust in AI-enabled products, digital services, and connected systems.
 
For manufacturers, technology providers, and organizations deploying AI-enabled solutions in Singapore, this development signals a continued shift toward formalized AI assurance. While the announcement does not establish an immediate product certification requirement, it indicates that AI safety, testing transparency, and system reliability are becoming more closely connected to regulatory and conformity assessment discussions.

AI Assurance Builds on Singapore’s Existing Testing Frameworks

Singapore’s proposal builds on several existing AI governance and assurance initiatives, including the AI Verify Toolkit, the Starter Kit for Testing of LLM-Based Applications for Safety and Reliability, and the Global AI Assurance Sandbox. IMDA also linked the proposal to Singapore’s broader work on international AI standards, including national adoption and accreditation activity around ISO/IEC 42001 and contributions to ISO/IEC TR 24030 for documenting real-world AI applications.
 
This layered approach suggests that Singapore is not treating AI governance as a standalone policy topic. Instead, the country is positioning AI testing as part of a broader technical assurance ecosystem, where internationally recognized standards, practical test tools, and industry use cases can support safer deployment.
