On March 18, 2026, the Cyber Security Agency of Singapore (CSA) and Japan’s Ministry of Economy, Trade and Industry (METI) signed a Memorandum of Cooperation (MoC) focusing on the mutual recognition of Internet-of-Things (IoT) cybersecurity schemes. This landmark agreement aims to streamline the certification process for manufacturers while enhancing consumer confidence in the security of smart devices. The mutual recognition arrangement is scheduled to take effect on June 1, 2026.

Mutual Recognition of Labelling Schemes

Under this new arrangement, smart devices that have successfully obtained cybersecurity labels under Japan’s JC-STAR scheme and Singapore’s Cybersecurity Labelling Scheme (CLS) will be mutually recognized by both nations. This allows manufacturers to apply for the counterpart country’s labelling scheme through a significantly streamlined process. The scope of this agreement covers a wide array of smart devices, including smart home assistants, home automation and alarm systems, as well as IoT gateways and hubs that connect multiple devices.

Expanding Global Cybersecurity Cooperation

Japan marks the fifth nation to enter into such a mutual recognition arrangement with Singapore. The country joins a growing list of international partners that previously included Finland, Germany, the Republic of Korea, and the United Kingdom. This expanding network of cooperation is designed to elevate cybersecurity standards for IoT devices globally, provide easier market access for manufacturers, and ensure consumers have greater assurance regarding the security of their connected devices.
