Singapore’s Consumer Product Safety Office (CPSO) has issued a circular reminding Registered Suppliers (RS) that Controlled Goods (CGs) found to have non-compliances or unauthorized modifications may face immediate suspension or prohibition from supply. This follows recent market surveillance activities where several non-compliant products were detected in the market.
Suppliers of these affected goods were instructed to halt supply and may be required to initiate recalls and notify users of safety risks. The CPSO has emphasized that supplying or advertising suspended goods constitutes an offense punishable by a fine of up to SGD 10,000, up to two years’ imprisonment, or both.
Technical File and Certification Requirements
Suppliers are reminded of key regulatory obligations:
Any technical modifications to registered CGs must be reflected in the technical file.
Modifications that affect product performance or design may trigger a re-certification or re-registration process, in line with section 5.5 of the Consumer Protection (Safety Requirements) Regulations Information Booklet.
Technical files must be produced within seven days of request. Failure to comply may result in fines up to SGD 2,000 or up to 12 months’ imprisonment.
Registration Validity and Renewal Timeline
Controlled Goods registration in Singapore is valid for three years. Suppliers must apply for renewal at least six months before the expiry date to ensure continued compliance. This lead time accounts for the testing, certification, and processing period required for re-registration.
