Singapore’s Consumer Protection (Safety Requirements) Regulations (CPSR) operate as essential safety guardians for household products meant for consumer use. Controlled Goods must pass rigorous safety standards before entering the marketplace according to the Consumer Protection (Safety Requirements) Regulations in Singapore. The Consumer Product Safety Office released the latest update of safety regulations on February 1, 2025.
What Are Controlled Goods?
The CPSR governs 33 categories of products, ranging from electrical appliances to gas accessories, deemed most likely to affect consumer safety. Controlled Goods must undergo rigorous testing to meet predefined safety standards. Manufacturers register their certified safety items with the Consumer Product Safety Office (CPSO), after which CPSO attaches the official SAFETY Mark.
The SAFETY Mark functions as a visible marking system indicating proper regulatory compliance of the product. A certification number on the mark allows you to identify the supplier of the product through traceability.
Registration and Compliance Requirements
Suppliers of Controlled Goods must also meet specific obligations. All suppliers must be registered with the CPSO as Registered Suppliers. Additionally, they must register each product model they wish to sell, supported by either a Certificate of Conformity (CoC) issued by authorized independent bodies or a Supplier’s Declaration of Conformity (SDoC).
Suppliers must also maintain a technical file for each registered product to prove continuous compliance with safety standards.
Risk Levels and Additional Safety Measures
All controlled goods belong to three risk categories according to their classification: low risk need basic conformity assessment, and high-risk products require the highest assessment level.
The most stringent conformity assessment applies to products presenting high risks, including certain electrical appliances and gas products. Manufacturers must fulfill additional safety standards for their products when they use specific refrigerants and deliver more than 100W through AC adapters.
According to the CPSR, users will find detailed instructions about placing sustaining and properly using the SAFETY Mark on registered products. Items like 3-pin mains plugs and portable socket outlets have specific directives to ensure their reliability and safe operation.
