Senegal: Ban on Use of Signal Jammers and Repeaters

The Senegalese Telecommunications and Postal Regulatory Authority (ARTP) has published a press release on the use of signal jammers and repeaters without an appropriate license within the territory. These devices that interfere with mobile network operations are now widely available for sale and usage to the general population, thus severely affecting mobile services, including 2G, 3G, and 4G networks.

The Impact of Unauthorized Equipment

The effects of the unauthorized equipment are discussed. Repeater signals and jamming devices have led to interference problems that have negatively impacted mobile service availability for consumers in Senegal. The ARTP has assigned frequency bands to the devices for the licensed mobile operators. The unauthorized use of these devices poses a significant threat to the stability and availability of mobile networks and thus affects the reliability of the services and puts users’ lives at risk. 

Rules Surrounding Signal Repeaters

Article 33 of Decree No. 2019-1877 on the use of radio frequencies in Senegal specifies that mobile telephone frequencies are for exclusive use by operators. In this regard, the ARTP would like to inform the public that signal repeaters can only be installed and used by licensed mobile network operators as part of their network infrastructure. The public is advised to seek help from mobile service providers whenever they have poor reception, for instance, in buildings, and not to use unauthorized equipment. 

Rules Surrounding Signal Jammers

Signal Jammers, which are defined as gadgets that disable the operation of mobile phones in a certain region, are forbidden by Article 69 of the same decree. The ARTP wishes to inform the public that importation, sale, installation, and use of jammers is prohibited with the only exemptions allowing for such use being for national security, public order, and justice purposes. The use of such devices is prohibited as per the specified regulations and any person caught contravening the regulations will be prosecuted.
