The National Telecommunications Commission (NTC) of the Philippines has issued a new regulatory framework mandating the phased decommissioning of all 3G mobile services by the end of 2026. This move aims to reallocate spectrum resources for more efficient technologies such as 4G, 5G, and future 6G networks, aligning with the government’s digital inclusion and infrastructure goals.

Phased Shutdown of 3G Services

All public telecommunications entities (PTEs) must submit a technical transition plan within 60 days of the circular’s effectivity. The plan must outline a phased shutdown schedule starting with urban areas and ending with all remaining 3G coverage by December 31, 2026.

Plans must also include:

  • Environmentally compliant equipment disposal

  • Public awareness campaigns

  • Consumer migration support details

Consumer Support Requirements

To minimize service disruption, PTEs must implement support measures including:

  • Subsidies or installment plans for 3G-only device users

  • Free SIM upgrades

  • Regional helplines and walk-in support centers

  • Online portals for complaints and inquiries

Ongoing Reporting and Compliance

PTEs must submit quarterly reports on decommissioning progress, consumer migration, and support program implementation. The NTC will conduct audits and field inspections.

Frequencies assigned to 3G services will be repurposed for 4G, 5G, and future mobile technologies, in accordance with the principle of technology neutrality and subject to NTC licensing rules.

The shutdown of 2G networks will follow a separate schedule. For now, 2G will be maintained in rural and remote regions to ensure continued access to basic mobile services.

Device Type Approval Changes

The NTC will no longer accept type approval applications for 2G/3G-only devices 60 days after the circular’s effectivity. Previously certified devices will be marked for deactivation, and import restrictions will be enforced through coordination with industry stakeholders.
