On April 23, 2025, Paraguay’s National Telecommunications Commission (CONATEL) releases a new Resolution N° 1035/2025., enabling the use of low-power wireless access systems in the 5.925–6.425 MHz band. This regulation supports next-generation Wi-Fi technologies while protecting primary services through strict operating and technical constraints.
This decision comes amid growing national demand for greater wireless bandwidth to support faster data speeds and improved network performance. The approved regulation expands on existing use of the band, which already supports fixed point-to-point and satellite services.

Scope and Applicability
The standard applies to two types of systems:
Low Power Indoor (LPI) systems operating in enclosed environments such as homes, offices, transport hubs, and aircraft cabins.
Very Low Power (VLP) outdoor systems intended for short-range communications in small spaces.
All equipment using the band must comply with specific limits and is only allowed secondary use status, meaning it cannot interfere with primary users and is not protected from interference by those services.
Certification and Labeling Requirements
All wireless equipment operating in this band must receive a Certificate of Approval from CONATEL. Manufacturers must declare that their products can be configured according to the limitations set by this regulation.
Devices must also carry a specific label or include a statement in the user manual noting: “In Paraguay, this equipment must be configured to operate within the limitations established in CONATEL Technical Standard NTC-RF-5925:2025.”
Technical and Operational Conditions
Devices must operate within strict parameters. LPI equipment is limited to indoor use only and cannot be used in outdoor environments or inside vehicles or boats. VLP systems must use sealed equipment designed for outdoor use and are restricted to short-range applications.
Use of radio frequency amplifiers and removable or external antennas is prohibited. Antenna angles must be minimized to reduce interference risks, and access point devices must use wired power supplies. Additionally, communication with drones or between client devices is not permitted.
The use of Radio Local Area Network (RLAN) systems in this band is explicitly prohibited.
