In June 2025, the Nepal Telecommunications Authority (NTA) released a consultation paper on the draft “IPv6 Migration Byelaw, 2082 (2025)” to gather stakeholder input ahead of formal implementation. This initiative reflects NTA’s commitment to facilitating a nationwide transition from IPv4 to IPv6 to meet growing connectivity demands, improve network security, and support emerging technologies like 5G and IoT. The draft byelaw, grounded in the authority of the Telecommunication Act, 2053 (1997), sets forth comprehensive regulatory provisions for the adoption, deployment, and oversight of IPv6 networks across Nepal.

Key Regulatory Provisions of the Draft Byelaw

The byelaw applies to all licensees of the NTA, including internet service providers (ISPs) and enterprises with demonstrable operational needs. Entities must possess valid licenses and demonstrate IPv6 necessity, operational readiness, and adherence to best practices.

IPv6 Address Allocation and Assignment

The regulation outlines a formal application process for obtaining IPv6 address blocks. Applications must include:

  • Network diagrams

  • Deployment plans

  • Justification for address block size

  • Proof of legal and operational capacity

Approved applicants will receive a certificate to proceed with address registration through the Regional Internet Registry (APNIC).

Assignments to end-users must follow defined size standards (e.g., /64 for small networks, /48 for larger) and be based on actual utilization needs. Licensees are obligated to maintain detailed records and submit regular usage reports to the NTA.

Address Management and Reporting

Strict documentation and address management protocols are required. This includes bi-annual usage reporting, audit trails, and retention of address allocation records for at least two years. Licensees must implement best practices such as subnet aggregation and conservation measures.

Implementation Timelines and Compliance

Licensees must provide a defined timeline for IPv6 implementation and submit periodic progress reports. The NTA may conduct audits and impose penalties for non-compliance. Appeals are permitted through a defined process.

Technical Standards and Security Measures

The draft mandates IPv6-compliant security infrastructure, including firewalls, intrusion prevention systems, filtering controls, and encryption standards like IPsec. Additionally, routing practices must adhere to international protocols such as OSPFv3 and BGP-4, and use mechanisms like RPKI to ensure routing integrity.

Transition Strategy and Dual Stack Support

During the transition, all licensees must support both IPv4 and IPv6 (dual-stack), with clear guidance on firmware updates, DNS management, and traffic monitoring. Long-term, licensees are encouraged to move towards IPv6-only networks, supported by training and clear documentation.

Audits, Awareness, and Enforcement

The byelaw establishes comprehensive audit and assessment mechanisms, supported by independent evaluations. Public awareness and training campaigns will be coordinated by NTA. Non-compliance may lead to warnings, financial penalties, or license suspension, with dispute resolution processes available.
