The Communications Regulatory Authority (INCM) of Mozambique has opened four concurrent public consultations on proposed revisions to core telecommunications regulations. Stakeholders have until October 17, 2025, at 3:30 p.m. to submit comments via email or in person at INCM headquarters.

Strengthening Network Security Frameworks

One consultation addresses updates to the Telecommunications Network Security Regulation. The proposed revision aims to enhance the resilience of national telecom infrastructure by introducing updated technical and procedural requirements for operators and service providers. This includes revised obligations for monitoring, reporting, and mitigating cybersecurity threats within public and private network environments.

Modernizing Interconnection Rules

INCM is also seeking feedback on revisions to the Regulation on the Interconnection of Telecommunications Networks. The proposed changes are intended to promote fair and efficient interconnection agreements between operators, streamline dispute resolution processes, and improve technical compatibility across network interfaces. The updates are expected to support increased competition and improve service quality by ensuring non-discriminatory access between licensed providers.

Updating Radiocommunication Regulations

Another consultation focuses on the Radiocommunications Regulations, which govern the use of radio frequencies in Mozambique. The revised draft includes updates aligned with international best practices for spectrum management and interference mitigation. It also introduces clearer procedures for frequency licensing, monitoring, and enforcement—key for improving the efficiency and compliance of spectrum users in both urban and rural regions.

Infrastructure Sharing and Resource Optimization

The fourth consultation pertains to the Regulation on the Sharing of Telecommunications Infrastructure and Other Network Resources. The proposed changes aim to encourage more efficient use of existing infrastructure through mandatory or incentivized sharing arrangements. These revisions seek to reduce duplication of physical networks, lower barriers to market entry, and promote equitable access to passive infrastructure such as towers, ducts, and fiber.
