Morocco’s National Agency for Telecommunications Regulation (ANRT) has introduced Decision Agrément 16-24, updating type approval and labeling requirements for terminal and radioelectric devices. These changes apply to all equipment requiring approval and introduce new compliance measures for manufacturers, importers, and distributors.
Updated Labeling and E-Labeling Rules
ANRT has revised its labeling requirements to ensure greater visibility and consistency. Labels must be placed in a clear, legible, and indelible manner directly on the device. If space constraints make this impractical, the required information can instead appear in accompanying documents, on product packaging, or through an electronic label when applicable. ANRT will release official templates that define size, font, and formatting for all approved labeling.
E-labeling remains an alternative to physical labels, but it does not replace traditional marking requirements where direct placement is possible.
New Labeling Design
New SAR Display Requirements (Effective May 1, 2025)
Starting May 1, 2025, devices with a transmission power exceeding 20 mW that are used within 20 cm of the user must display Specific Absorption Rate (SAR) values in at least one of the following locations: directly on the device, in the user manual or accompanying documents, on the product packaging, or via an electronic label if applicable. SAR information must also be included in product advertisements and online listings to ensure consumers have access to essential safety data.
Devices Subject to SAR Requirements
The new SAR display rule applies to a broad range of consumer electronics, including:
- Mobile phones and smartphones
- Tablets with SIM, eSIM, or Wi-Fi
- Smartwatches with SIM or eSIM
- Routers and modems
- Walkie-talkies
- Laptops with SIM, eSIM, or Wi-Fi
- DECT and cordless phones
Approval Process and Sample Submissions
ANRT may request sample submissions for testing as part of the approval process, and applicants are responsible for the associated costs. Additionally, the agency reserves the right to retain submitted samples following approval, meaning manufacturers should be prepared for the possibility that devices provided for testing will not be returned.
What Morocco's Labeling Update Means for Manufacturers
To comply with the updated type approval framework, manufacturers and distributors must ensure all new devices meet the SAR display and labeling requirements before May 1, 2025. ANRT’s forthcoming label templates will provide additional guidance on proper placement and design, so businesses should monitor for further updates. Additionally, adjustments to packaging, product documentation, and marketing materials will be necessary to align with the new rules.
