On February 13, 2026, the Telecommunications Regulatory Commission of Mongolia issued an annex to Resolution No. 24, establishing updated procedures for the certification and conformity assessment of information and communication equipment. This regulation aims to ensure that telecommunications equipment supplied to the Mongolian market complies with established requirements regarding human health, environmental safety, and radio frequency standards

The framework also seeks to prevent counterfeit and substandard products from entering the market while protecting public interests. Citizens and legal entities in Mongolia are required to certify equipment included in the mandatory list of products subject to conformity assurance, while all other equipment may be certified on a voluntary basis.

Certification Categories and Documentation Requirements

The updated certification process is divided into three main categories:
  • Import verification
  • Domestic production certification
  • Export certification
Applicants must submit a comprehensive set of documents with their request, including an official letter describing the grounds for the application, proof of cooperation with the manufacturer or supplier, a manufacturer’s statement, detailed technical information on the equipment, valid test results meeting relevant standards, and a model of the agreement and certificate of conformity. Test results must specifically cover health and safety, electromagnetic compatibility, and radio frequency. Results from laboratories recognized through agreements with international countries, regional organizations, or trading partner countries are accepted as meeting these requirements.

Conformity Assessment and Decision-Making Process

Upon receiving an application, a qualified expert from the Regulatory Committee conducts the conformity assessment. For new and advanced technologies, an evaluation working group may be established to carry out testing and on-site evaluations. The test results must meet both Mongolian and international standards, and the operating radio frequency must comply with the National Radio Frequency Allocation Table. The Regulatory Committee is required to make a decision to issue a certificate of conformity within ten working days of receiving the request, with the decision formalized as an order of the Chairman of the Regulatory Committee.

Certificate Validity and Ongoing Monitoring

Certificates of conformity are valid for three to four years depending on the applicable certification scheme. The regulation outlines four distinct schemes:
  • Scheme 1a: For imported equipment with samples (four-year validity period)
  • Scheme 4: For domestically manufactured equipment (four-year validity period)
  • Scheme 6: For export-intended equipment (three-year validity period)
  • Scheme 7: For imported equipment without available samples (three-year validity period)
All certificates are subject to annual monitoring reviews beginning one year after issuance. If non-conformities are identified during inspections, certificate holders are given at least thirty days to correct the issue; failure to do so results in revocation of the certificate of conformity.
