On May 20, 2025, Mongolia officially launched its 5G network following the successful conclusion of a regulatory selection process led by the Telecommunications Regulatory Commission (TRC). Licenses were granted to five key telecom operators Unitel, Mobicom, Skytel, GMobile, and ONDO marking the formal start of nationwide 5G deployment.
Regulatory Oversight and Deployment Milestones
The TRC conducted a structured selection titled “License to Use Radio Frequency Bands for the Next-Generation 5th Generation Mobile Communication System,” which aimed to ensure regulatory transparency and technical readiness for the deployment of next-generation services. License certificates were formally awarded at a public event in Ulaanbaatar.
The issuance of 5G licenses aligns with the Ministry of Digital Development, Innovation, and Communications’ strategic plan for 2025. Each licensed operator is now authorized to activate and expand 5G infrastructure across Mongolia. The initial rollout focuses on Ulaanbaatar and all 21 provincial centers, leveraging the outcomes of previously completed technical trials.
Unitel Group, identified as Mongolia’s largest data network provider, is already activating 5G base stations in these regions. Regulatory approvals permit operators to extend deployment in phases, addressing Mongolia’s unique geographic challenges.
Policy Goals and Future Coverage Targets
The TRC’s regulatory framework sets clear national objectives for 5G adoption, including enhancing broadband access in underserved rural areas and enabling digital services such as e-learning, telemedicine, and industrial automation. The licenses also support sector-specific use cases like smart mining and remote education.
Mongolia aims to reach 70% 5G population coverage by 2027. The TRC and relevant ministries will oversee progress and ensure operators meet technical and coverage benchmarks, forming a critical part of the nation’s digital transformation agenda.
