In June 2025, the Republic of Moldova began the process to amend its accreditation and conformity assessment legislation. These updates are part of Moldova’s broader effort to align national regulations with European Union law as the country progresses toward EU membership.
The revised legal framework integrates key elements from EU Regulation (EC) No. 765/2008 on accreditation and market surveillance, Decision No. 768/2008/EC on product marketing, and Regulation (EU) No. 1025/2012 on standardization. These changes create a common foundation for evaluating and recognizing conformity assessment procedures carried out in the EU.
Recognition of EU Assessments and CE Marking
A key provision of the update allows Moldovan regulatory authorities to recognize conformity assessment results performed by EU-notified bodies, particularly when these assessments are conducted in accordance with harmonized EU legislation such as the Radio Equipment Directive (RED). CE-marked products assessed under these directives may be accepted without the need for duplicative national type approval or certification provided that the notifying EU body is recognized under mutual peer evaluation procedures established by the European co-operation for Accreditation (EA).
While this legal pathway supports regulatory harmonization, it does not automatically exempt all CE-marked products from local approval. Official recognition depends on Moldova’s formal notification procedures and the future implementation of agreements such as the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA) with the EU.
Role of MOLDAC and Ongoing Voluntary Approvals
The updated law designates the National Accreditation Center (MOLDAC) as Moldova’s sole national accreditation body. MOLDAC oversees accreditation activities, ensures alignment with harmonized European standards, and participates in EA peer evaluations. It also informs national authorities of the status of accredited conformity assessment bodies (CABs), including any restrictions or suspensions.
Although the legislation has been submitted for parliamentary approval, it has not yet been enacted. Once approved, the projected timeline for the provisions to take effect is 12 months after the date of approval.
