Moldova’s National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI) has taken a major step toward expanding national wireless infrastructure with the formal creation of a Competition Commission. The Commission is tasked with overseeing the competitive licensing process for six significant frequency bands: 700 MHz, 1500 MHz, 2300 MHz, 2600 MHz, 3600 MHz, and 26 GHz.
Legal Basis and Strategic Objectives
The decision to form the Commission stems from several legislative and policy instruments:
Law on Electronic Communications No. 241/2007, Article 9(1)(w) and Article 26(31)
Government Decision No. 987/2020, which outlines Moldova’s Radio Spectrum Management Program (2021–2025)
ANRCETI Decisions No. 37/2024 and No. 32/2025, which define the competitive procedure and terms of reference for frequency allocation
These frameworks ensure that the spectrum is allocated transparently and efficiently, in alignment with national connectivity goals.
Commission’s Mandate and Timeline
The Commission’s role is to manage the competitive selection process, including:
Reviewing applications for frequency use licenses
Conducting evaluations of applicants based on predefined technical and legal criteria
Issuing a final report on the competition’s outcomes
The Commission’s first meeting is scheduled for November 10, 2025, at the ANRCETI office in Durlești. This session will initiate the second stage of the selection process, focusing on application file evaluations, excluding initial offers.
The Commission’s mandate remains in force until the completion of the licensing process or its official cancellation by ANRCETI’s Board.
