Effective January 1, 2026, Moldova’s national regulatory authority has a new name: the National Agency for Regulation in Communications (ARCOM). This change aligns with the implementation of the new Law on Electronic Communications No. 72/2025, published in the Official Gazette of the Republic of Moldova.

Updated Legal Framework and Structure

ARCOM replaces the former National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI), continuing its predecessor’s responsibilities under an updated mandate. The legal foundation for the change is reinforced by Decision No. 50/2025 of the Board of Directors, which sets forth ARCOM’s mission, powers, and organizational structure.

The law and regulation together redefine the agency’s role in overseeing both electronic and postal communications. ARCOM is now formally tasked with:

  • Regulating electronic and postal communications through technical oversight.

  • Implementing national policies and development strategies for communications.

  • Monitoring compliance by service providers with existing legislation.

  • Promoting fair competition and protecting end-user interests.

Continuity and Institutional Transition

While the name and scope of the agency have evolved, ARCOM retains all prior duties, ensuring regulatory continuity and transparency. As part of this transition, the agency will gradually update its website, official documentation, and public-facing materials to reflect the new name and visual identity.
