The Ministry of Energy of Mexico, through the National Commission for the Efficient Use of Energy (CONUEE), has published NOM-014-ENER-2025. This official standard updates energy efficiency requirements for single-phase, induction, squirrel-cage, air-cooled alternating current electric motors with rated power from 0.180 kW to 2.238 kW. The standard replaces NOM-014-ENER-2004 and is a key part of Mexico’s broader strategy to enhance energy sustainability and reduce emissions.

NOM-014-ENER-2025 will be implemented in two phases:
Stage 1: Effective 180 days after publication, motors must meet Stage 1 efficiency levels listed in Tables 1 and 2 of the standard.
Stage 2: Two years after publication, stricter efficiency thresholds will apply.
Certificates of conformity must clearly indicate which stage the motor complies with.
Scope and Technical Specifications
This regulation applies to single-phase, continuous duty, squirrel-cage induction motors, whether open or enclosed, with 2, 4, or 6 poles and various capacitor configurations. The standard defines:
Minimum energy efficiency values based on motor type, power rating, and number of poles.
A required test method for efficiency validation, involving full-load performance at thermal equilibrium.
Marking and labeling requirements, including nominal efficiency and motor specifications in Spanish.
Electric motors needing additional cooling equipment are excluded.
Conformity Assessment and Certification
NOM-014-ENER-2025 includes detailed conformity assessment procedures under the Quality Infrastructure Law. Manufacturers, importers, and marketers must certify compliance via a product certification body (OCP), with the option to certify by:
Periodic product testing,
Production line quality management system, or
Batch certification.
All certification paths involve sample testing, documentation submission, and marking evaluation. Certification is valid for one to three years depending on the method chosen.
Enforcement and Oversight
Compliance will be monitored by CONUEE and PROFECO. Market surveillance includes documentary review, sampling, and in-situ labeling verification. Violations may result in certificate suspension or cancellation.
Certificates issued under NOM-014-ENER-2004 remain valid until expiration. Products certified to Stage 1 before Stage 2 implementation can be sold until inventory is depleted or certification expires.
