As of October 17, 2025, Mexico’s newly formed Telecommunications Regulatory Commission (CRT) is officially operational, following a one-week closure period for the transition. The new authority began work on October 21, with the installation of its Plenary Session and unanimous approval of its operating guidelines.

Updates to Mexico's Certification Process

For manufacturers and certificate holders, the regulatory transition has not yet brought any significant changes to certification processes:

  • Existing certification processes are continuing without disruption.

  • Indefinite certificates remain valid under current rules.

  • Temporary certificates also remain valid, although the CRT has not confirmed whether it will continue the two-year validation process.

Labeling requirements remain unchanged, and the “IFT” number continues to be mandatory.

New Regulatory Priorities

The CRT’s first Plenary Session marked the beginning of a renewed phase in Mexico’s telecom regulation, with a strategic focus on:

  • Expanding universal telecommunications coverage, especially to underserved areas.

  • Democratizing access to radio spectrum to diversify its applications.

  • Protecting orbital resources managed by the Mexican State.

Commissioner President Norma Solano Rodríguez emphasized a regulatory approach grounded in social equity and technical rigor. Other commissioners highlighted the importance of incorporating gender perspectives, youth representation, and participation from historically marginalized communities.

CRT members also committed to strengthening national and international satellite and telecommunications infrastructure through the implementation of advanced technologies.

Framework for Commission Operation and Oversight

The approved operating guidelines define procedures for regular and special sessions, voting mechanisms, and the structure of administrative units. These measures are designed to enhance transparency, consistency, and enforcement in regulatory decisions.

The CRT was created under the Telecommunications and Broadcasting Law published on July 16, 2025. President Claudia Sheinbaum Pardo appointed the Commission’s leadership, and the Senate ratified all five commissioners on October 14.
