Mexico’s Ministry of Energy, through the National Commission for the Efficient Use of Energy (CONUEE), has released Draft Official Mexican Standard PROY-NOM-034-ENER-2025 for public consultation. This proposed regulation establishes mandatory performance, testing, and labeling requirements for LED tubular lamps used in general lighting applications. Its primary objective is to promote energy efficiency and product interchangeability across the national market.

Scope and Applicability

The draft standard applies to LED tubular lamps with G5, G13, and Fa8 bases, rated for up to 125 watts and 277 volts. These products must be manufactured, imported, or sold in Mexico. Lamps integrated with accessories like motion sensors or dimming functions, decorative or colored lamps, and specialty lighting (e.g., UV, medical, or industrial) are excluded.

Technical Specifications and Performance Requirements

Key energy and safety requirements include:

  • Minimum Luminous Efficacy: All applicable lamps must achieve at least 95 lumens per watt.

  • Luminous Flux Maintenance: Performance must be demonstrated at 1,000, 3,000, and 6,000 hours depending on rated lifetime, with defined retention thresholds.

  • Power Factor: Must meet a minimum of 0.5 (for ≤25 W) or 0.7 (for >25 W) for Type B and Hybrid lamps.

  • Color Rendering Index (CRI): Not less than 80, and cannot fall more than 3 points below the declared value.

  • Total Harmonic Distortion: Where declared, lamps must meet or outperform the stated limit.

  • Thermal and Electrical Safety: Includes heat resistance, pin base protection, flame resistance, and fault condition tolerances.

Testing methodologies are thoroughly defined and reference existing national standards such as NMX-J-812-ANCE-2021.

Labeling and Packaging

LED tubular lamps must be permanently marked on the product body with:

  • Manufacturer or brand

  • Electrical ratings (voltage, frequency, power)

  • Luminous output and efficacy

  • Power factor and CRI

  • Product model, country of origin, and QR code

Packaging or accompanying documentation must also include installation diagrams, lamp type, special usage instructions, and warranty information. Lamps must come with a minimum three-year warranty, as per consumer protection regulations.

Certification and Conformity Assessment

To enter the market, LED tubular lamps must undergo a two-stage certification process, initial and final, based on durability testing. Certifications are granted by accredited Product Certification Bodies (OCPs), with laboratory testing conducted at approved facilities.

The draft includes structured protocols for:

  • Sampling and test frequency

  • Label inspection and physical verification

  • Certificate validity periods (ranging from 4 to 24 months)

  • Renewal procedures and follow-up visits

Family grouping rules are also provided, allowing product variants with shared technical characteristics to be certified under a single submission.

Market Surveillance and Enforcement

The Ministry of Energy, CONUEE, and Mexico’s consumer protection agency (PROFECO) will oversee market surveillance. Noncompliance may result in suspension or cancellation of certification, as well as legal sanctions under the Quality Infrastructure Law.

Stakeholders have 60 calendar days from publication in the Official Gazette (October 31, 2025) to submit comments.
