On October 22, 2025, the Regulatory Authority of the Islamic Republic of Mauritania issued Decision No. 1100/2025, formalizing the conditions for using low-power and short-range radio devices. The new decision stems from Article 28 of Law No. 2013-025 on electronic communications, as amended in 2022, and clarifies which devices may operate without requiring prior authorization.

Free Use Allowed Under Specific Conditions

Under the new framework, internal networks and devices composed solely of low-power, short-range components may be freely established and operated without license or approval, provided they meet specific technical and operational criteria. These devices are defined as transmitters (with or without receivers) that enable short-range communication with minimal interference risk.

However, while exempt from approval, these devices must not:

  • Exceed the maximum emission limits outlined in Annex 1 of the decision.

  • Cause any harmful interference to authorized radio services.

  • Employ amplification systems that allow operation over public land.

  • Connect to RLANs owned by separate legal entities.

If interference occurs with a licensed service, users of low-power devices must immediately cease operation upon instruction from the Regulatory Authority.

Marketing and Reseller Responsibilities

Device resellers are now subject to regulatory obligations. They must:

  • Ensure compliance with Decision No. 42/2021/AR/CNR, which governs the approval of terminal equipment and radio installations.

  • Inform customers of the conditions of use as specified by the new decision.

These measures aim to ensure that devices circulating in the market adhere to national compliance standards and that end users are informed of legal operating constraints.

Monitoring, Enforcement, and Future Adjustments

The Regulatory Authority retains the right to inspect any low-power and short-range device to verify compliance. If devices are found in violation, they may be sealed or dismantled at the user’s expense. The Authority may also unilaterally revise operating conditions without compensation for reasons such as:

  • Exceeding technical limits.

  • Interference with licensed networks.

  • National safety or emergency needs.

  • Changes to the national frequency allocation plan.

The decision remains in effect until amended by future decisions or updated international regulations, such as those issued by the World Radiocommunication Conference (WRC).
