On June 26, 2025, the Malaysian Communications and Multimedia Commission (MCMC) officially approved and published the updated technical code for Land Mobile Radio (LMR) equipment: MCMC MTSFB TC T012:2025 (Second Revision). This revised standard sets updated technical and compliance requirements for all LMR devices entering the Malaysian market and marks a critical shift in certification conditions for manufacturers and importers.

Mandatory Compliance Timeline

To support industry transition, MCMC has established a six-month grace period ending on December 26, 2025. During this period:

  • New applications may still comply with the previous version of the technical code, but any Certificate of Conformity (CoC) issued will only be valid for one year.

  • Renewals under the prior code are permitted, also limited to a one-year validity.

Beginning December 27, 2025, all new LMR certification submissions must fully conform to the updated code. Existing CoCs remain valid until their expiration but must meet the revised requirements upon renewal.

Updated Frequency and Channel Specifications

One of the key technical changes under the new code is a revised UHF frequency range for conventional two-way radio systems, now set at 400–450 MHz. Adjustments have also been made to the channel spacing for both UHF and VHF LMR devices, requiring careful alignment of device specifications to the new technical boundaries.

Certification Scenarios and Specific Requirements

The regulation identifies two primary scenarios where additional certification measures are necessary:

Scenario 1: Product Specs Exceed Limits, but Test Results Are Within Range

  • Applicants must submit a configuration setting declaration confirming that default frequency and channel spacing comply with Malaysian limits and cannot be modified by the end user.

  • All product documentation, both for certification and public distribution, must clearly reflect these compliant configurations.

Scenario 2: Both Product Specs and Test Reports Exceed Malaysian Limits

  • Applicants must validate compliance using one of two methods:

    • Conduct a Verification Test (VT) at SIRIM RFEMC Testing, or

    • Perform a live demonstration showing the fixed, compliant configuration.

  • Documentation provided must confirm that user modifications are not possible and that default settings meet local regulations.

Interoperability Testing Requirements

Interoperability is now a mandatory component of LMR certification. Applicants must demonstrate network connectivity under local conditions:

  • Service providers may use their own infrastructure for testing.

  • Importers must coordinate with MCMC to determine the feasibility of local interoperability testing.

For hybrid LMR devices that also support cellular networks, applicants are required to demonstrate interoperability for each network type independently, as they operate on different infrastructures.
