Malaysia’s government has announced a significant shift in its telecommunications strategy, transitioning from a single wholesale 5G network to a dual network model. This change, outlined in Ministerial Direction No. 4 of 2024 under the Communications and Multimedia Act 1998, reflects the country’s evolving approach to 5G infrastructure and network deployment.

Transition from Single to Dual Network
- The dual network model aims to enhance coverage and competition.
- Assessments and evaluations of potential deployment plans were completed under Applicant Information Package No. 1 of 2024.
- A successful applicant has been selected to implement the dual network strategy.
Revocation of Previous Direction & Future Implications for Implementation
As part of this update, Ministerial Direction No. 3 of 2021, which governed the deployment of the 5G single network infrastructure, has been officially revoked. Now, the Communications and Multimedia Commission (MCMC) has been tasked with overseeing the necessary steps to support the deployment of the dual network, underscoring the Malaysian government’s focus on encouraging competition and driving innovation in the 5G space.
