As of January 2026, Lebanon’s Telecommunications Regulatory Authority (TRA) has officially taken over all responsibilities related to telecommunications equipment type approval. This transition marks a significant structural shift, ending the Lebanese Ministry of Communications’ (MOT) longstanding role in the certification process. The TRA now fully administers type approval services, including documentation, registration, and regulatory oversight. Consequently, the MOT ceased issuing type approval certificates as of December 10, 2025, by ministerial order.

Suspension of Certificates and Regulatory Updates Underway

All type approval certificates previously issued by the Ministry are now under review by the TRA. Pending a comprehensive regulatory update, the TRA has paused certificate issuance while it drafts updated procedures and aligns regulations with current technological standards.

The TRA is actively reviewing and amending several legacy regulations, many of which have not been updated since 2009. This effort is aimed at establishing a modern framework for type approval. Once finalized, the TRA will release updated requirements, pricing, and application timelines.

New Requirements and Local Agent Mandate

Under the revised system, new application schemes for type approval (referred to as Scheme 1, Scheme 2, and Scheme 3) will be introduced based on Board Decision No. 9/2025. Details on how each scheme functions are still pending official release.

Additionally, the TRA has introduced a new requirement mandating the involvement of a local agent to facilitate the type approval process. Companies seeking compliance must now coordinate with a registered local representative in Lebanon, in accordance with current legal requirements. More information on this is expected to be announced soon. 

Next Steps for Stakeholders

The TRA is currently preparing internal procedures and documentation necessary for service implementation. Until the final regulations are published, applicants and manufacturers are advised to remain patient. All student files and registration records have already been transferred to the TRA for continued processing under the new authority.

The TRA will become fully independent from the Ministry once the updated regulatory framework is ratified and operational.
