The Communications Authority of Kenya has officially released its 2025 Technical Specifications for Mobile Cellular Devices. This new regulatory framework establishes the minimum technical requirements for smartphones, feature phones, and tablets that utilize mobile network technologies within the country.

The primary objectives of these specifications are to ensure that all mobile devices operating in Kenya are safe for users, compliant with international radiation exposure limits, and capable of maintaining network integrity. The framework also emphasizes the importance of interoperability with existing and future telecommunication networks, alongside adherence to environmental standards related to device manufacturing and disposal.

Comprehensive Power and Frequency Requirements

Under the new guidelines, manufacturers must adhere to strict power and frequency standards. The battery for any mobile cellular device must provide a minimum of eight hours of talk time and at least twenty-four hours of standby time. Devices sold with a power plug must conform to the “Type G” standard used in Kenya, and those without a 3-pin plug must include a compatible adapter. Furthermore, the charging solution is now required to feature a detachable cable from the power adapter and utilize a USB Type-C interface. In terms of connectivity, devices must support frequency bands designated for 2G, 3G, 4G, and 5G networks, aligning with the Kenya National Table of Frequency Allocations.

Stringent Safety and Emission Standards

The 2025 specifications introduce rigorous safety and emission limits to protect consumers and enhance electromagnetic compatibility. Access to energized parts of mobile devices must be strictly restricted to prevent electrical shock. Devices with replaceable batteries are required to feature clear warnings regarding the risk of explosion if an incorrect battery type is used.

The regulatory framework also sets precise limits for both radiated and conducted emissions, ensuring that devices do not cause unintentional electromagnetic interference. Additionally, the Specific Absorption Rate for mobile phones is capped to align with international health guidelines, safeguarding users from excessive radiation exposure.

Environmental and Accessibility Compliance

In a move toward sustainable and inclusive technology, the Communications Authority of Kenya has mandated compliance with the Restriction of Hazardous Substances directive. This prohibits the use of lead, mercury, cadmium, and other hazardous materials in the manufacture of mobile cellular phones and their accessories.

The new specifications also place a strong emphasis on accessibility, requiring devices to support users with varying disabilities. This includes features such as text-to-speech conversion, visual notifications, tactile feedback, and compatibility with assistive technologies like screen readers and refreshable braille displays. These measures ensure that mobile communication remains accessible to all individuals, regardless of physical or sensory limitations.
