Japan has notified the World Trade Organization of a proposed partial amendment to the Ordinance for Enforcement of the Radio Act that will impact Tire Pressure Monitoring Systems and Remote Keyless Entry systems. The notification was circulated under G/TBT/N/JPN/899 on February 13, 2026. The amendment is being introduced by the Ministry of Internal Affairs and Communications and reflects Japan’s effort to align its technical requirements with global practices for short-range automotive radio equipment.

Expanded Frequency Band for TPMS and RKE

Under the proposed changes, the frequency band available for TPMS and RKE systems will be expanded to 433.05 to 434.79 MHz. This adjustment updates the existing technical framework to reflect what has become the de facto global standard for these applications.

According to the notification, Japan’s current regulations specify a narrower band than what is commonly adopted internationally. The expansion is intended to harmonize Japan’s requirements with those used in major markets, facilitating international trade and reducing the need for product redesigns for the Japanese market. 

Removal of Equipment Enclosure Requirements

In addition to the frequency update, the amendment will eliminate existing requirements related to equipment enclosure for TPMS and RKE devices. The notification notes that major countries do not impose enclosure-specific requirements on this category of equipment. Removing this obligation brings Japan’s framework closer to international regulatory approaches and may simplify product design and certification processes for manufacturers. 

Regulatory Basis and Implementation Timeline

The legal foundation for this amendment is the Radio Act of 1950, Law No. 131. Once adopted, the amendment will be published in the Official Gazette and incorporated into the enforcement ordinance.

Key regulatory dates include:

• Proposed date of adoption: June 2026
• Proposed date of entry into force: June 2026
• Final date for comments: April 14, 2026

Stakeholders have a 60 day window from the date of notification to submit comments to Japan’s Enquiry Point, as outlined in the WTO notification.
