The Communications and Media Commission (CMC) of Iraq has issued its first comprehensive regulation governing the use of Short-Range Devices (SRDs) and Ultra-Wideband (UWB) technology, effective from September 22, 2025. This regulation is issued under the authority granted by Legislative Order No. 65 of 2004, in accordance with Articles 103, 110, and 130 of the Iraqi Constitution.
The regulation aligns with technical and operational standards from the European Telecommunications Standards Institute (ETSI) and the International Telecommunication Union (ITU) to improve spectrum efficiency, minimize interference, and ensure safe operation of wireless technologies.
Scope and Device Classification
The regulation applies to a broad set of SRD and UWB applications, including:
Wireless access systems (WLAN, RLAN)
Radio Frequency Identification (RFID)
Intelligent Transport Systems (ITS)
Ground and wall-penetrating radar (GPR/WPR)
Active medical implants and hearing aids
Wireless multimedia devices
Model control devices and alarms
Industrial sensors and control systems
Each application must comply with specified operational constraints, such as emission limits, permitted frequency bands, and interference mitigation measures.
Certification, Import, and Market Access
Regulatory obligations include:
Mandatory registration with the CMC for all manufacturers, importers, and vendors of SRD and UWB devices.
Pre-approval requirement for the import, sale, or local manufacturing of devices.
Devices must display accurate identification, including manufacturer name, model number, and reference codes.
UWB devices meeting regulatory requirements are exempt from ground and wall penetration permits, streamlining approval for certain industrial applications.
Technical Standards and Compliance Requirements
Devices must operate strictly within the authorized frequency ranges and comply with technical specifications established by ETSI standards, including:
EN 300 330 for inductive and general SRD applications.
EN 302 065 for UWB technologies, including building material analyzers and vehicle-mounted systems.
EN 302 537, EN 302 510, EN 302 536 for active medical implants and associated devices.
EN 300 220 series for general SRD categories such as alarms and model control.
EN 301 893 and EN 302 502 for wireless access systems (WAS/RLAN).
Additional compliance rules include:
Devices must tolerate interference from other authorized services.
Modifications to operating characteristics must not conflict with approved standards.
Devices may not operate in bands prohibited under ITU Radio Regulations footnote 5.340.
Interference mitigation techniques like Listen-Before-Talk (LBT) and Adaptive Frequency Agility (AFA) must be implemented where applicable.
