Indonesia: New Regulation Recognizes Foreign Test Laboratories for Telecom Certification

The Ministry of Communication and Digital (KOMDIGI) in Indonesia has introduced Ministerial Decree KOMDIGI No. 13 Year 2025, establishing a framework for recognizing foreign test laboratories in the certification process for telecommunications equipment. This decree, which was enacted on January 15, 2025, was signed by Minister Meutya Viada Hafid.

Requirements for Foreign Testing Laboratories

To gain recognition under this new regulation, overseas testing centers must meet several key requirements, including: 

  • Conducting tests at their designated laboratory location as specified in the official appendix. 
  • Adhering to Indonesia’s technical standards for telecommunications equipment. 
  • Providing test reports that include digital signatures, a requirement enforced since April 1, 2021. 
  • Submitting a summary of the test results relevant to Indonesia’s certification criteria. 
  • Offering clarifications on test reports when requested. 

Reporting Obligations and Updates

Foreign laboratories must inform the Director General responsible for telecom equipment testing if any of the following changes occur: 

  • Legal status of the organization 
  • Business scope or operational focus 
  • Accreditation status 
  • Company structure or key personnel updates 
  • Testing center address 

Failure to comply with these reporting requirements or meet technical competence standards may result in revocation of recognition by the Indonesian government. 

Use of Foreign Test Reports in Certification

Recognized foreign test centers will be allowed to provide official test reports that can be used for telecom device certification applications in Indonesia. However, strict provisions govern subcontracting, ensuring that only designated or mutually recognized labs can be involved in testing activities.
