Indonesia’s Ministry of Communication and Digital Economy has announced a strategic shift in telecommunications equipment testing, aiming to conduct most, if not all, testing domestically by the end of 2026. This initiative, spearheaded by Minister Meutya Hafid, is a central pillar in Indonesia’s broader digital sovereignty roadmap.

Historically, manufacturers had to rely on international labs due to limited domestic infrastructure. However, with the establishment of the Indonesia Digital Test House (IDTH), the government now seeks to reverse this trend. IDTH is the region’s most comprehensive testing facility and is positioned to align testing procedures with international standards.

Regulatory and Operational Goals

The government’s plan is regulatory in nature, focused on:

  • Reducing reliance on foreign test laboratories by accrediting local testing facilities under the Domestic Testing Center designation (BUDN).

  • Ensuring all test results are scientifically valid, reproducible, and internationally recognized.

  • Establishing IDTH and other accredited facilities as official testing hubs through coordination with the National Standardization Agency (BSN).

In addition, the Ministry has mandated that all processes comply with global benchmarks for quality and reliability. The goal is to enable telecom device approvals based on credible local testing, making the certification pipeline more efficient and less costly for industry stakeholders.

A formal agreement has been signed between the Ministry and BSN to support this regulatory transition. This collaboration aims to:
