The Ministry of Communications, Department of Telecommunications of India has issued an official memorandum regarding the submission of source code by OEMs and the issuance of Pro Tem Certificates under the ComSec scheme. As per the latest directive, source code submission will be mandatory for all devices submitted for testing starting January 1, 2026. To support this requirement, the regulatory portal will be updated accordingly, though no changes will be made to the existing process or the format of the required Undertaking/Declaration.

Source code submission or Internal test report generated from the tool with no paraphrasing/ transposition will be accepted till 31.12.25
Validity of the certificate is 6 months. The same can be extended on case to case basis.
