On March 27, 2026, the National Centre for Communication Security (NCCS) under the Ministry of Communications, Department of Telecommunications in India, issued an Office Memorandum amending a previous directive from January 2, 2025. This amendment expands the scope of Communication Security Requirements (CSR) testing by introducing a new classification group for Internet of Things (IoT) devices.
Previously, devices were grouped into five categories (Group I to V) for designating Telecom Security Testing Laboratories (TSTLs) against specific Indian Telecom Security Assurance Requirements (ITSARs). At the time of the original memorandum, IoT ITSARs had not yet been published and were therefore excluded from the grouping.
