The Indian Department of Telecommunications has issued new criteria under the Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) framework for the provisional certification of certain telecom devices that require specialized testing due to high current requirements. This policy, effective June 2, 2025, aims to streamline provisional approvals while maintaining safety and performance standards.

Applicable Equipment and Power Thresholds

The new criteria apply specifically to high-powered telecom equipment with unique testing needs. Covered categories include:

  • Routers

  • LAN Switches

  • Dense Wavelength Division Multiplexing (DWDM) Equipment

  • Satellite Communication Equipment

  • Infiniband Switches

Devices must meet at least one of the following operating conditions to qualify:

  • Operate on single or three-phase power with a current requirement of ≥32A, or

  • Operate on 48V DC with a current requirement of ≥100A

Testing and Documentation Requirements

To apply for a provisional MTCTE certificate:

  • Applicants must submit EMI/EMC and Safety test reports from ILAC-accredited laboratories not located in border-sharing countries.

  • For technical parameters, either test reports from eligible ILAC labs or a Self-Declaration of Conformity (SDOC) by the OEM are acceptable. If an SDOC is provided in lieu of test reports, those parameters will be treated as exempt, and a provisional certificate with two-year validity will be issued.

Documentation Specifications and Validity Constraints

  • All submitted test reports must be no more than two years old at the time of application on the MTCTE portal.

  • The Bill of Materials (BoM) submitted with the application must clearly specify the product’s voltage, current, and power requirements.

Future Integration with Security Testing

For product categories where Indian Telecom Security Assurance Requirements (ITSARs) have not yet been issued:

  • Applicants must convert their provisional certificate into a full MTCTE certificate, which will include security testing, once ITSARs for those categories are notified.

This update was issued with approval from the competent authority and has been circulated to all relevant stakeholders via the MTCTE portal.
