The National Centre for Communication Security (NCCS), under the Department of Telecommunications, has issued a new notification requiring all designated Telecom Security Testing Laboratories (TSTLs) to share security test reports directly with applicants. This update, released on January 15, 2026, is intended to boost transparency and improve the overall efficiency of the product certification process in India.

What Must Be Shared by TSTLs

The NCCS directive clarifies that all TSTLs must provide applicants with the full security test reports relevant to their Device Under Test (DUT). These reports must include:

  • Observations

  • Non-conformities

  • Test scores

This ensures applicants receive complete feedback that helps them understand any gaps or issues found during testing, enabling more effective remediation.

Timing of Report Sharing

TSTLs are expected to share the relevant portions of the test reports once testing of a specific clause or the full Indian Telecom Security Assurance Requirement (ITSAR) is completed. This staged approach ensures that applicants receive timely insights throughout the certification process.

By mandating that TSTLs inform applicants about the methods and configurations used during the tests, the NCCS aims to increase trust and cooperation in the security certification process. This is expected to help applicants better prepare devices for compliance and expedite re-testing when necessary.
